Finance Office
The Finance Office is responsible for the administration of the city's centralized fiscal activities, including the uniform accounting and financial system, financial reporting, system support for the centralized financial applications, cash investment management, cash receipts, special assessments, fixed assets accounting and reporting, revenue collection, and expenditure control.

Budgets & Financial Reports
The Finance Office provides a Budget Book each year outlining the upcoming financial resources and appropriations. The 2018 Proposed Budget Book outlines the department requests along with the Mayor's Proposed Budget for the Council's consideration.  The  Current Proposed Long Term Capital Plan provides a list of capital improvement infrastructure and equipment purchases requested for future years.  The 2017 Approved Long Term Equipment Replacement and Capital Projects Plan outlines the City Council approved plan for 2018 - 2022.

Cash Management & Investment
Per the Investment Policy, adopted by the City Council, the finance officer is to provide the City Council an accounting of the fiscal year’s cash management and investment position. This document outlines the investments, what financial institutions hold those investments as of the end of the fiscal year, and the cash position of each fund. View the most recent Cash Management and Investment Report.

Raffle Requirements
Anyone wishing to conduct a raffle must meet the requirements and fill out the Application of Notice of Intent to Hold Bingo Game or Lottery.  An example of a lottery would be selling changes to win such as 50/50 tickets or raffle tickets.  The application will be sent to the Finance Office and will approved as long as the requirements are met.  The approved form will be emailed back for documentation.  All applications should be submitted to the Finance Office at least 30 days prior to the first date of sales.


The Finance Office is responsible for all city run elections on odd numbered years. The next City Election is schedule for June 20, 2017.  Five Council members, one in each ward along with the Mayor, have terms that are ending in 2017.  The Council Members are Don Roby (Ward A), Bill Rieffenberger (Ward B), Beth Mantey (Ward C), Randy Tupper (Ward D), and Dan Albertsen (Ward E).  Anyone interested in taking out nominating petitions to run in their Ward, petitions, ward maps and instructions are available at the Finance Office in City Hall.  

Nominating Petitions can be circulated starting April 11, 2017 and must be turned in no later than 5:00 PM, May 12th. The deadline for submission of written request to withdraw a candidate's name from nomination is also 5:00 PM, May 12th.

The City election will be held at the High School Arena, Tuesday, June 20th.  The polls will be open from 7:00 AM - 7:00 PM.  A facsimile ballot will be published in the Public Opinion the week before the election.
