Annexation is the methodical extension of a city's boundaries into adjacent unincorporated areas and the corresponding extension of city services into those areas. Property currently not located within city limits must be formally annexed in and properly zoned before any construction can begin or connection to city utilities can take place. The Comprehensive Plan determines what areas are ready for annexation.
If the property remains one lot then a plat must be provided. However, if there is to be further Subdivision of Land, the process, detailed in the subdivision ordinance, may include a concept plan, a preliminary plan, platting, and more.
The zoning ordinance will provide a guide for planning the land uses and their requirements.
